Other than that I'd say if this was your first install of W 7, that you should reformat and install again and before that to delete all your boot system files (bootmgr and the folder Boot). Remember to back up your BCD and those files before doing so.
When you reinstall W 7 it will find Vista and auto create a boot menu item for it. By the way, before you do the above, where are the boot system files? They should be on the root of the Vista installation and there should only be one instance of them.
